In March, warm air flows up from the South. For this reason, the wind is generally strong in March. There are many cloudy days and it rains a lot.
The maximum temperature sometimes exceeds 20 degrees. However, it is not yet completely spring. The following day can sometimes drop by about 10 degrees and you could be trembling with cold.
Through a cycle of warm and cold weather it will gradually become spring in this way.

In January and February, the weather is stable in Tokyo for a long time with consistent sunny days. However, in early March the weather becomes unstable and there will be more rainy days.
It can be very warm in early March. However, please be careful as it may return to winter again. A coat is necessary. A scarf and gloves may be required.
